During the 1980s, the plight of the long term unemployed was the new focus of Government initiatives. The Manpower Services Commission (MSC) introduced Community Programmes for unemployed people and CAHAL responded to the challenge and sponsored work opportunities for 500 adults. These included: furniture repairing and recycling, gardening, developing an urban farm, canal clearance and the development of the Birchills canal museum.

Furniture Recycling and Renovation, image loaned by CAHALThe activities of the Community Programme Agency was found to contravene the charitable objectives of CAHAL as a primary housing organisation and sponsorship of these activities was transferred to Caldmore Area Urban Support Enterprise Ltd (CAUSE) although a close relationship was maintained between the two organisations.
